Our Story
In 2023, Joe Belgrad — Sunset View Apartments' Founder and CEO — enrolled in Ross University School of Veterinary Medicine to begin his veterinary studies. It was during his time as a student on the island that he met Eugene Dias, a local Kittitian and General Contractor with over 30 years' of experience in the industry.
The two began discussing a shared vision: building an apartment complex in West Farm, St. Kitts, designed to meet the housing needs of Ross students. With more than 1000 students on the island at any given time, the demand for affordable, safe, and reliable housing is constant — and finding it shouldn't be one more burden students have to carry.
Joe and Eugene formalized their partnership, which Kristen Chin, Doreen Brownbill, and Elizabeth Finley-Belgrad later joined. Kristen serves as Head of Operations, Doreen leads design, and Elizabeth brings her expertise as Managing Partner. Together, they make up a dedicated team united by a common purpose: providing housing that offers peace of mind, safety, and security to students who travel from around the world to study here.
Joe graduated from RUSVM in May 2025 — the same month the team broke ground in West Farm, marking a milestone for the project and the community it will serve. In May 2026, the building board approved the plans, and construction is set to begin soon. When complete, Sunset View Apartments will offer one-bedroom units alongside a range of amenities designed with student life in mind: dedicated study spaces, a fitness gym, green space, and on-site parking.
The Sunset View Apartments team is spread across two countries — Joe and Kristen are based in Boston, Elizabeth in Youngstown, Ohio, and Doreen and Eugene in St. Kitts — but they remain closely aligned and equally committed to bringing this vision to life.

Elizabeth Finley-Belgrad
Managing Partner
A leading child psychiatrist, Elizabeth provides the primary seed funding for Sunset View Apartment Complex. She is deeply invested in the project's success and has visited St. Kitts multiple times in the past to support the project's oversight. Elizabeth currently lives in Ohio with her husband, Bob.
Kristen Chin
Head of Operations
With a background in senior living, entrepreneurship, and real estate, Kristen is the accountant and head of operations for Sunset View Apartment Complex. She also supports with strategy and marketing. Kristen loves training her dog, Benny, and caring for the various reptiles that live with her in Boston.
Benedict "Benny" Chin
Head of Cuteness
Benny lives in Boston, but loves to pop into team meetings on Zoom. His main job is reminding everyone to take it easy and have fun. He loves lying on his back for belly rubs and his favorite time of day is mealtime!

Joseph Belgrad, DVM
Founder, CEO
A graduate of Ross University School of Veterinary Medicine, Joe also has 5 years of experience in real estate investment. He brings compassion, thoughtfulness, and a student's perspective to everything we do at Sunset View Apartment Complex. Joe currently lives in New York City working as a rotating intern at The Animal Medical Center. He loves spending time with his wife, Kristen, and dog, Benny. He also has a passion for large wildlife work in South Africa and small animal orthopedic surgery.
Eugene Dias
General Contractor
Local to St. Kitts, Eugene has 30 years of commercial construction experience. This experience allowed him to build, from the ground up, a 7-unit student housing apartment building in West Farm, St. Kitts that first inspired the Sunset View Apartment Complex project. In addition, he managed the Ross University grounds for 10+ years and was elected as the director of The Cable, a government-owned cable company. In his free time, Eugene loves tending to his herd of goats.
Doreen Brownbill
Design Lead
Like Eugene, Doreen is a Kittitian who is highly dedicated to seeing students at Ross University succeed. With a keen eye for design, Doreen loves designing spaces that are homey, modern, and colorful. She also specializes in landscape design and property management. In addition to working on the Sunset View Apartment Complex team, she is also a long-time Tour Representative for Delisle Walwyn/Kantours.
